It still exists because the funding is still available to keep the program running. Little to no overhead keeps the cost low. Plus, with all the bailout money we've received, we've been able to maintain our benefit package.
Thanks. It was just the mood I was in after hearing of possible contract type stuff that could be coming in the next year in the teaching world, esp. at my school.
