Marvel announced today that principal photography has begun on Captain America: Civil War. In the announcement they listed the cast:

So, yes, Avengers 2.5 would seem to be an apt description.

I think I read the same article yesterday, also making it seem more of an Avengers movie rather than a stand-alone for Chris Evans.
